DSP mode deactivated upon close of soundcard utilising app

Hello,

Whenever I close the program which was utilising the soundcard, whatever DSP mode was enabled gets disabled. The DSP mode won't re-enable until I toggle an environment setting on and off. Is this common?

For example, if I'm listening to music in Winamp using the Dolby Headphones DSP mode, and I happen to close Winamp, only to reopen it again, I find that the Dolby Headphones DSP mode is (still highlighted in the soundcard control panel, yet) not working. Dolby Headphones won't re-enable until I turn on an environment effect.

Is there a workaround? It's a tad annoying to have to open up the control panel to toggle an environment effect every time I want to open a program that utilises the soundcard :S
