After some tweaking after my first post back in December 2007, my Sirocco is running smoothly and it now switches back to my internal sound card when I disconnect from Sirocco.
Just out of the blue (regardless if I'm using the Sirocco or not), the Sirocco control panel pops up. I just have to click OK to send it back to the tray. No harm, it just gets annoying.
Today it popped up about 10 times in one hour.

It's probably happening
It's probably happening because the Sirocco is momentarily losing and re-gaining its connection to the network. So it goes offline for a second, and then when it reappears, the control panel pops up, since that option is set.

I assume you mean "Open this utility automatically when a new Sirocco is available". Since I'm not actually installing drivers again or adding more Sirocco's it's a bit weird this happens, but I guess it's not a big deal.

OK, good, if you're using the original driver, you can disable the popping up. In the Sirocco Control Panel, click on the Advanced button, and uncheck "Open this utility automatically when a new device is available".
